Operation Hawk: What Paul Biya Does Not Say To Cameroonians

Does it deserve to be supported unreservedly for what it claims to be: a cleansing of public morals, the return of the old and abandoned "rigor and moralization" of the Renewal? The misfortune of this project, which is in principle noble, is that it raises questions every time, in any case leaves room for disturbing, intriguing and finally disarming remarks.

The chronology of the latest events and the circulation of certain personalities in the wheels of the state intrigue. To resume: Wednesday, February 8, 2018, Paul Biya proceeds to the appointment of the eleven members of the Constitutional Council. Among them, his legal adviser, Foumane Akame. It's his brother, his longtime friend.

They all traveled tens of kilometers to go to Nden School and their villages are close. His imprint on the operation Sparrowhawk is no doubt, it is even documented. Foumane Akam leaves the palace and is forced to separate from the court records he managed.

He was indeed out of Cameroon and did not have time to put away his files, including, it will be learned, the most sensitive that he wants to hand over to Paul Biya. This old friend of Paul Biya was a dam for some and an obstacle for others. Well, the dike jumped on March 2nd.

On 21 March 2018, to everyone's surprise, the operation Epervier is relaunched, with the arrest of at least five personalities and an open manhunt against Basile Atangana Kouna. In addition, prohibitions to leave Cameroon are taken against a score of other public figures.

This chronology leaves little room for chance and at this level of power, there is no coincidence. Did the departure of Jean Foumane Akame open the way for the arrests? Belinga Eboutou embarrassed? Be that as it may, Operation Sparrowhawk has a mastermind who inspires and executes presidential prescriptions. 

It is not wrong to see Laurent Esso behind this deployment, probably the largest since 2006. His involvement in the arrests of Olanguena, Abah Abah and Co. was established and documented while he was still Secretary General of the Presidency of the Republic. A fortiori henceforth that it throne to the ministry in charge of the Justice. But an intriguing element, Me Lazare Atou, presented as one of his pupils, is also forbidden to leave Cameroon since March 19, 2018. If Laurent Esso leads the dance,

Paul Biya is not a president ordinarily in a hurry. His governance has always been marked by the impression that he controls time and does not act under the pressure of either men or events. But the phase we have just crossed is very special, because it obeys a feverish and even nervous chronology. As if the master of time was missing now.

March 2, 2018 chosen by Paul Biya for the reorganization of the Yang III government was a parliamentary return day. And not just any ordinary session: the parliament, meeting in congress for the first time in the history of Cameroon, will receive the swearing in of the members of the Constitutional Council four days later.

And again: two facts among the most important political agenda of recent days will inexplicably telescope. On March 15, a ministerial council is held in Etoudi with the entire new government team. At the same time, that is to say at the end of the morning, opens the very first solemn audience of the Constitutional Council, the rest broadcast live on national television. These two articulations, by their exceptional character, each deserved his day of "glory" and nothing, a priori, forced Paul Biya to schedule his council of ministers one day that he knew already taken by an institution that the country has expected 22 years old.

Even better, on Sunday, March 18, when he is expected only four days later in Beijing for a 72-hour visit to China, Paul Biya leaves Cameroon for a destination that is not officially communicated. It is while he is out of the country that the last arrests of Operation Sparrowhawk take place. This had never happened, as the President ensured that he was always present when some of his dignitaries were incarcerated. Did Paul Biya think that, because of his absence from the country, no one would connect him to his events and that, all, we would validate the thesis of an independent justice?

It is obvious that this sequence, these overlaps and these simultaneities can not be, at this level of the power, pure coincidences. The head of state has a hidden agenda, which he is working to implement. We are not at the end of surprises.

The perfect lure

On the face of it, the reshuffle of March 2 had only one main objective: to release "spurious" ministers from their governmental functions to avoid the jurisprudence Bapes Bapes (incarcerated while he was minister according to the Secondary Teachings and released 24h later). Atangana Kouna and Louis Max Ayina have already been arrested and Mebe Ngo is not sure of being always free in the next few days. 

Because nothing explained a reorganization of the government in full electoral process of the senatoriales and less than eight months of municipal, legislative and presidential elections. Paul Biya took advantage of this contingency he offered to push some pawns on the Anglophone issue with the appointment of two Anglophones to positions of sovereignty (Territorial Administration and Secondary Education).
