On Thursday the 4th of November 1982 President Amadou Ahidjo resigned as the Commander-in-chief of the United Republic of Cameroon and handed over his constitutional power to Paul Biya whom his position at the time made him the rightful hire to the position of Commander-in-chief the United Republic of Cameroon.

President Ahidjo in his speech that Thursday evening at 8:23 PM said “Fellow Cameroonians my dear compatriot I have decided to resign from my duties as Head of State of the United Republic of Cameroon. This decision will come into effect from November 6th, 1982 and I will hand over power to my constitutional hire Mr. Paul Biya. He merits the confidence of everyone both home and abroad”

As the constitution at the time stated that if the President is incapacitated or resigns from power the Prime Minister will take over power as the Head of State; and at the time Paul Biya was the Prime Minister which before 1979 the constitution stated that the speaker of the House of Assembly is the constitutional hire to the presidential seat and Solomon T. Muna was the speaker at the time.

But by 1979 President Amadou Ahidjo change the constitution and made the PM the constitutional hire a change many Anglophones criticize as to them it is because Ahidjo do not want an Anglophone to be president of the United Republic of Cameroon.

On the 6th of November 1982 President Paul Biya was sworn in as the 2rd President of the United Republic of Cameroon by the speaker of the House of Assembly S.T. Muna.
President Biya first word as head of state was in English

On the 5th of November 1982 the speaker of the House of Assembly S.T. Muna was abroad and received the news of President Ahidjo resignation while abroad he hurriedly packed his bags and came back home to swear in the next president because he wanted history to record him as the only man who have sworn in two president with Ahidjo being the first in 1975.

But during the inauguration ceremony it was rumored that the speaker of the House of Assembly S.T. Muna was not in the hall and Paul Biya will be sworn in by the deputy speaker as announced by the commentator. Mysteriously the speaker of the House of Assembly S.T. Muna came into the hall few minutes to the swearing ceremony.

And President Biya had his first word to the nation in English

“Do you solemnly swear before God and man to devote all your efforts to preserving, protecting and defending the constitution and the laws of the United Republic of Cameroon, to watch over the common will of the nation, to uphold and defend the unity integrity and independence of the Cameroon fatherland?”

Interestingly after the inaugural ceremony President Biya speech brought in hope, enthusiasm, to many Cameroonians who saw him as a charismatic leader that will bring in positive changes in the nation as he was quit young and very handsome.

President Biya took over power under the banner of CNU not under CPDM

By 1982 Cameroon was under one party system which was CNU the Cameroon National Union and President Ahidjo was the chairman of the CNU party and by 1982 in a CNU conclave Ahidjo promoted Paul Biya to vice chairman of CNU.

When President Ahidjo resigned from power he did not step down from CNU as chairman instead he maintain his position and in one of their meetings Ahidjo stated that CNU determines the political decision of the president as it is the ruling party and it is the place of the chairman to decide on how the decision goes.

The Ahidjo Biya’s Problem

It was this action of president Ahidjo that brought in problem between the new Commander-in-chief and the resigned president. According to the chairman of CNU all decision to role Cameroon by the Paul Biya must be approved by the chairman of CNU as they are the ruling party.

Matters became worse when in 1983 President Paul Biya had gone to visit Ahidjo and instead Ahidjo kept him waiting for too long while he was at his cattle range. This got the Commander-in-chief angry and he decided to take his responsibility as head of state.

Biya took over CNU leadership

On September 24th 1983 President Biya was elected chairman of CNU and he stated that” there is no need to consider the CNU as a unified national party as the property of a single person” this further widen the problem between Biya and Ahidjo as Biya became fully in control of CNU.

And on 6th April 1984 an attempt was made to use military force to remove a legitimate president mandated by Cameroon constitution to what became known as a coup de etat but it failed and it was believed that Ahidjo had a hand in it.

But it failed and president Biya came out strong and active.

Formation of CPDM

On 24th March 1985 the CPDM party was form as president Biya saw the need to form his own party and as a means to reach out to national unity the venue for the formation was in Anglophone Cameroon and Bamenda was the venue.

CNU was killed on the 24 of March as CPDM was form but Cameroon was stile one party system until in 1990 when President Paul Biya reintroduce multiparty politics.

6 November 2017 will make President Paul Biya 35th years in power as a formal CNU President and 32 years as a CPDM democratically elected president the question now is as President Biya celebrate 35 years as president what has he achieve and what has he not achieve above all what will he decide as solution to the Anglophone crisis? Will he address the crisis and bring out long lasting solution to the crisis?
