Organisers of the event played a documentary in the early morning hours detailing successes the county governments had undertaken since the start of devolution.
The mood in Meru Town was, however, dampened by unconfirmed reports that President Uhuru Kenyatta who was expected to officially open the conference would not be attending.
President Kenyatta was also expected to inaugurate the refurbished Meru County Assembly.
Sources attributed failure by President Kenyatta to attend to rivalry between Mr Munya and Senator Kiraitu Murungi who has started early campaigns in his to replace the Meru governor in the 2017 elections.
Meru was a beehive of activity on Tuesday night with the delegates thronging entertainment joints.
Hotels and lodgings made a kill from more than 6,000 delegates attending the conference.
